Senator Mark Kelly (D-AZ) and Representative Adelita Grijalva (D-AZ) have issued a joint statement criticizing the Trump Administration's plans to launch a federal school voucher program modeled after Arizona's own system, which they pointed out is under scrutiny for fraud.

The Context

Earlier in October, the Department of the Treasury released a notice of proposed rulemaking on a $1,700 tax credit for donations to eligible scholarship-granting organizations, including those supporting private and religious schools, which states have limited ability to regulate. The new regulations would also double the credit for married couples.

The concern is that the funds will not be used for their intended purpose, as Arizona's own school voucher program has come under fire after reports of widespread abuse surfaced.

Recipients were found spending money meant for education on luxuries and frivolities, including diamond jewelry, lingerie, home appliances, smart televisions, Arizona Diamondbacks season passes, a $160 gym membership at a facility used by professional athletes, and $1,300 in dance studio fees.

What They're Saying

"Arizona is a clear example of the consequences of diverting taxpayer dollars to private school vouchers: fraud, benefits going to families who can already afford private school, and public schools losing funds they desperately need. Not to mention a giant hole blown in our budget," said Sen. Kelly in a press release, adding, "Now, the Trump administration wants to take that same approach nationwide. We should be investing in public schools that serve all kids, not expanding a voucher program that risks more waste and abuse."

Similarly, Rep. Grijalva said, "Arizona's fraud-ridden school voucher program should serve as a warning to the rest of the country. Instead, the Trump Administration is moving full steam ahead with a national voucher scheme while failing to include even basic safeguards to prevent taxpayer dollars from being wasted or abused. Congress must act to ensure taxpayer dollars strengthen the public schools that serve the overwhelming majority of America's children, rather than subsidize privatization schemes rife with fraud."

Kelly's Bill

In May, Sen. Kelly introduced the Keep Public Funds in Public Schools Act to repeal the program.
