Senator Mark Kelly (D-AZ) has introduced a bipartisan bill to assess the impact of artificial intelligence (AI) on the American workforce.
What the Bill Does
Sen. Kelly's Artificial Intelligence Data Authorization and Transparency Act (AI DATA) expands and modernizes several key Bureau of Labor Statistics (BLS) labor market surveys to account for the impact of AI on labor market turnover, workers' time use, employment outcomes, mobility, and training.
Additionally, the U.S. Census Bureau would be required to incorporate questions on AI adoption and workforce impacts into the Business Trends and Outlook Survey (BTOS) on a quarterly basis for 10 years.
Finally, the Departments of Labor and Commerce must publish an annual report analyzing the overall impact of AI based on data from these surveys, census data, and other federal datasets.
What Lawmakers are Saying
"American workers and businesses are facing a rapidly changing economy," said Sen. Kelly in a press release. "They deserve reliable and up-to-date data to understand how AI is affecting them, their jobs, and their families. To get it right, we need the facts, and in this case, that's the latest numbers."
Senator Jim Banks (R-IN), one of the bill's cosponsors, said, "Artificial Intelligence is going to profoundly transform the American economy. If we want America to lead the world in AI, we need reliable data on how AI is reshaping the workforce."
Lastly, the bill's third cosponsor, Senator Todd Young (R-IN), stated, "All Americans are navigating the impact of AI on their jobs and families. Our bill will help provide America's workers and businesses with more information on how AI is transforming our economy."
Kelly's Previous AI Bills
Earlier this week, the Arizona Senator introduced the twin bipartisan bills concerning the integration of AI into the military, which are the Ultimate Human Responsibility in Defense Systems Act and the Warfighter AI Readiness and Preparedness (WARP) Act, both of which seek to ensure AI remains under human supervision and assess the impact of AI on human warfighters.
