Senator Ruben Gallego (D-AZ) has teamed up with Senator Jim Justice (R-WV) to introduce bipartisan legislation to protect and strengthen American tech manufacturing.
Specifically, the Protecting Circuit Boards and Substrates Act provides a 25% tax credit for the purchase or acquisition of American-made printed circuit boards (PCBs).
After all, as the United States seeks to bring semiconductor manufacturing back to our shores, boosting domestic PCB production is the next logical step. China already produces half of the world's circuit boards, and the U.S. global share has plummeted from 30% to just 4%.
"Arizona is emerging as a key leader in semiconductor manufacturing," Sen. Gallego announced in a press release, noting that "those chips are useless without the printed circuit boards that make them work, and the U.S. has been losing to China in circuit board manufacturing for decades."
Sen. Gallego continued, "This bipartisan bill is how we continue our efforts to reshore high-tech manufacturing in the U.S., securing our supply chains while creating thousands of good-paying jobs."
Similarly, Sen. Justice said, "America must do everything we can to stay competitive with other countries around the world, and that starts with making more products right here at home — including printing circuit boards."
"The Protecting Circuit Boards and Substrates Act is a win for American workers, manufacturers, and supply chains," Sen. Justice continued. "It's time to bring business back home from overseas, strengthen domestic manufacturing, and lower costs by investing in products proudly made right here in the United States of America."
In April, Representative Greg Stanton (D-AZ) introduced the Semiconductor Controls Effectiveness Act, which directs federal agencies to assess the impact and effectiveness of our export controls on advanced semiconductor technology imposed on the People's Republic of China (PRC) to ensure our trade policies are having their intended effect.
"Ahead of the vote, Rep. Stanton said, "If there is one thing this Committee should agree on, it is that the United States must win the economic and security battle with China."
