Willoughby's Adult Advertisement Bill Passes House

A new Arizona law will protect children from inappropriate and mature advertisements on digital apps marketed to kids.

HB2195, sponsored by House Majority Whip Julie Willoughby, was signed into law today after receiving bipartisan support in both chambers. The law holds app platforms responsible for blocking ads that promote violence, explicit language, sexual content, or drugs and alcohol in child-directed applications.

“As a mom and a legislator, I know how easily harmful content slips into apps that claim to be kid-friendly,” said Representative Willoughby. “Parents should be able to trust that their children won’t be bombarded with adult-themed ads. This law compels Big Tech to clean it up or face serious penalties.”

Apps primarily intended for children 11 and under must now take meaningful steps to prevent the display of mature advertising. Noncompliant companies could face civil penalties of up to $100,000 per violation, with enforcement handled by the Arizona Attorney General. The law takes effect January 1, 2026.

President Donald Trump recently arrived in Riyadh, Saudi Arabia, marking the start of his first major foreign trip of his second term.

President Trump’s decision to pick Saudi Arabia as the first foreign country he visited mirrors that of his first administration, where he similarly chose Saudi Arabia as his first destination.
