Arizona Senate Democrats Push for ESA Program Audit Amid Spending Concerns

Senator Eva Diaz (D-AZ) formally requested that the Arizona Joint Legislative Audit Committee authorize a full special audit of the Empowerment Scholarship Account (ESA) program, a voucher initiative that has grown into a billion-dollar operation.

The request follows findings from the Arizona Auditor General identifying significant gaps in how the Arizona Department of Education monitors the program.

According to the auditor general's report, those gaps include inadequate review of suspicious transactions, unresolved conflicts of interest among program participants, and insufficient protections against fraud.

The findings surfaced around the same time as media reports detailing ESA funds allegedly spent on items with no clear educational purpose, including luxury travel, jewelry, and lingerie.

Sen. Diaz and her Democratic colleagues argue that the program has scaled too quickly without the oversight infrastructure needed to safeguard taxpayer dollars. Democrats say they have attempted to introduce legislation this session to add accountability measures to the program, but those efforts have not advanced.

The Letter

In her letter to the committee's co-chairs, Diaz outlined several areas she believes warrant scrutiny: the department's auditing practices, possible conflicts of interest, the full scope of questionable spending beyond what the auditor general sampled, whether the agency has adequate staffing and technology to manage the program, and whether previously recommended corrective actions have been carried out.

The audit committee meets monthly, and Diaz expressed hope that the request would be taken up soon.

Republicans, who hold the majority in the Arizona legislature, have not publicly responded to the audit request.

Additionally, Democrats have characterized the lack of action as indifference toward accountability, while the program's supporters have generally maintained that it provides critical educational options for Arizona families.

The ESA program allows families to use public funds for private school tuition and other approved educational expenses.

"Arizonans deserve transparency and accountability when it comes to taxpayer dollars," Diaz concluded. "Republican leadership has repeatedly failed to provide meaningful oversight of this rapidly growing program.
