Governor Katie Hobbs signed an executive order this week expanding COVID vaccine availability in Arizona beyond current federal guidelines.
"Today I signed an Executive Order to ensure Arizonans have access to the COVID vaccine if they want it," Katie Hobbs shared on social media. "Vaccines save lives, protect families, and reduce strain on our hospitals. We're following the science and protecting health care freedom."
Current Federal Guidelines
For people 65 years of age and older, as well as those who are more at risk for serious illness, the U.S. Food and Drug Administration has approved updated COVID-19 vaccinations. However, access to the upgraded vaccinations is currently restricted due to regulatory permission.
Governor Hobbs explained the state would take a different approach.
"We are taking action to protect the health care freedom of Arizonans," she said. "Vaccines are critical tools that safeguard public health and prevent serious illness. Arizonans and their doctors deserve the freedom to access the COVID vaccine if it is right for them."
What the Executive Order Contains
The order includes several directives for state agencies:
The Arizona Department of Health Services and Board of Pharmacy must make vaccines, including the recently approved COVID vaccine, available to Arizonans who want them, regardless of federal restrictions.
The order permits the health department to issue "standing orders" that function as prescriptions, allowing pharmacists and healthcare providers to administer COVID vaccines according to professional clinical guidance without individual physician orders.
The Board of Pharmacy will provide implementation guidance to pharmacists on administering these standing orders.
The health department will continue providing information about vaccine access, safety, and effectiveness to the public and healthcare providers.
The Arizona Department of Insurance and Financial Institutions will coordinate with health insurance plans regarding COVID-19 vaccine coverage.
Medical Organizations
The Executive Order references recommendations from several medical organizations that differ from current federal guidelines.
- The American Academy of Pediatrics recommends COVID vaccines for individuals 18 years and younger.
- The American College of Obstetricians and Gynecologists recommends vaccines for pregnant women.
- The American Academy of Family Physicians recommends vaccines for all adults 18 and older.
Effective Immediately
The order directs multiple state agencies to coordinate the expanded vaccine access program. Healthcare providers and pharmacists will need to follow the new standing order protocols while adhering to state law and professional guidelines.
Insurance coverage coordination aims to address potential cost barriers for individuals seeking vaccination outside federal guidelines.
The order has taken effect immediately.
