Arizona Republican Party Chairman Sergio Arellano (R-AZ) is demanding full cooperation from Governor Katie Hobbs (D-AZ) after reports emerged that the state Attorney General's office has launched a criminal investigation into a multimillion-dollar contract award tied to a major political donor.
At the center of the probe is Sunshine Residential Homes, a longtime Department of Child Safety (DCS) contractor. According to the Arizona Republic, investigators are examining whether the Hobbs administration improperly awarded the company a $4 million annual payment increase shortly after the firm contributed more than $400,000 to the Arizona Democratic Party and Gov. Hobbs' inaugural fund.
Internal DCS records reportedly indicate that staff considered the company's political support for Hobbs before recommending the raise. Investigators have formally requested an interview with the governor.
Hobbs' office initially declined to comment, but the governor later stated she "did nothing wrong."
For Arizona Republicans, the investigation represents a larger pattern. Chairman Arellano issued a pointed statement Tuesday, calling the alleged arrangement a textbook example of pay-to-play politics.
"This is not leadership; this is corruption," Arellano said. "Governor Hobbs has spent years lecturing Arizonans about ethics while her own administration was allegedly steering millions in taxpayer dollars to a generous donor."
He also raised concerns about the welfare of children in state care, arguing that politically connected contractors were being rewarded while oversight of group homes suffered.
"The fact that her campaign manager was dining with the contractor's CEO as the deal was finalized only adds to the stench of a pay-to-play scheme that puts special interests ahead of Arizona's most vulnerable children," Arellano added.
The Arizona Republican Party is calling on Hobbs to cooperate fully with investigators and urging the Attorney General to pursue the case without political interference. Republicans have signaled they intend to make government accountability a central theme heading into the 2026 elections.
"Arizonans deserve better than a governor who treats state contracts like personal favors for donors," Arellano said. "This investigation is not a distraction — it is a long-overdue reckoning."
