In an official request, Governor Katie Hobbs has asked the federal government to reimburse Arizona for spending around $760 million on border security initiatives since the beginning of 2021, according to a press release from Governor Hobbs’s office.
Katie Hobbs described how the state has provided funding for several kinds of anti-trafficking programs and law enforcement activities that target drug smuggling and unlawful border crossings in a letter to Homeland Security Secretary Kristi Noem, as outlined in the same press release.

Over the last four years, Arizona has set aside $759.7 million to improve security along its southern border with Mexico. According to the governor’s office, many efforts that decrease drug trafficking and eliminate criminal groups have benefited from the funding.
In response to the ongoing fentanyl issue, Arizona launched Task Force SAFE in June 2024. Task Force SAFE, the state's largest border security initiative, is now a vital part of the fight against fentanyl distribution networks. The Arizona National Guard helps federal border officials at checkpoints of entry through this program, as reported by the governor’s office.
"Arizona has invested $759M since 2021 to secure our border—funding local law enforcement, Task Force SAFE, and key operations that stop fentanyl and disrupt cartel operations," Hobbs said in the statement.
Although they don't carry out direct law enforcement tasks, guard staff help with equipment operations, train car searches, and vehicle inspections. Rather, they supply extra staff, freeing up federal officers to concentrate on frontline security duties.
According to the state’s figures, significant arrests for drugs have been facilitated by the task force in the first few months of its existence. Over 10 million fentanyl tablets, almost 3,800 pounds of other illegal narcotics, and 16 guns had been confiscated as a consequence of operations assisted by Guard members. The estimated street value of the drugs collected is $27.5 million, officials said.
Hobbs used recent federal legislation and Arizona state law as justifications for requesting reimbursement. She cited H.R. 1, which created a $12 billion grant program to pay back states for costs associated with the border that occurred under the previous administration, according to the press release.
In the document, the governor emphasized Arizona's assistance with federal agencies and cited collaborative efforts like Operation Desert Guardian, which focuses on cartel activity in the state.
The investment in border security, according to state authorities, is essential to protecting Arizona communities from drug-related addiction and violence. Communities all around the state have been disproportionately impacted by the fentanyl pandemic.
In November 2024, Governor Hobbs traveled to the Mariposa Port of Entry to personally witness Task Force SAFE operations. She stressed during the visit that the initiative tackles "a real-time crisis affecting communities across Arizona," per statements from her office.
Ongoing disputes between the federal and state governments over financing demands for border security are expressed in the reimbursement request. Arizona's recorded expenses offer a thorough breakdown of the costs spent at the state level throughout the previous four years in connection with border security initiatives.
"Today, I asked the federal government to reimburse Arizona taxpayers for footing the bill for years of inaction," Hobbs stated.
