Representative Andy Biggs (R-AZ) has reintroduced four bills related to foreign policy designed to reassert American dominance sovereignty on the world stage.
House Resolution 9 reaffirms that the United States is not bound by the Rome Statute and the International Criminal Court (ICC) and recognizes neither.
Rep. Biggs's resolution borrows language from Representative Chip Roy's (R-TX) "Illegitimate Court Counteraction Act," which would sanction ICC officials who intend to prosecute American citizens and allies such as Israel, which the Court has targeted for its conduct in fighting Hamas and Hezbollah after the October 7th terror attack.
"The ICC is an illegitimate body that has no business interfering with our sovereignty or that of our allies. Now it is engaged in a shameful lawfare campaign against Prime Minister Netanyahu for doing his duty to protect his fellow citizens from Hamas in the wake of the barbaric October 7th attacks," said Rep. Roy about his Illegitimate Court Counteraction Act.
The second bill Rep. Biggs is reintroducing is the WHO Withdrawal Act. As its name suggests, the bill would codify President Donald Trump's 2020 decision to withdraw from the World Health Organization (WHO), which President Joe Biden reversed.
As former State Department spokeswoman Morgan Ortagus explained in 2020 about the withdrawal, "The World Health Organization has failed badly by those measures, not only in its response to COVID-19 but to other health crises in recent decades. In addition, WHO has declined to adopt urgently needed reforms, starting with demonstrating its independence from the Chinese Communist Party."
Third, the Arizona Congressman is reintroducing the "Stop Imposing Woke Ideology Abroad Act," which would prohibit the use of federal funds for the State Department's Special Representative for Racial Equity and Justice and its Equity Action Plan.
As the Heritage Foundation suggests, the Special Representative post is simply exporting diversity, equity, and inclusion (DEI) to other countries. In 2022, Republicans called out the position as "wasting taxpayer dollars on an undefined role."
Finally, Biggs's fourth bill would terminate the Islamic Republic of Pakistan's designation as a major non-NATO (North Atlantic Treaty Organization) ally.
According to Indian news site The Hindu, the Haqqani Network, a Taliban-allied Islamist group originally from Afghanistan, has consistently been able to find a safe haven in Pakistan despite the Islamabad government asserting they had been coordinating with the Afghan government to disrupt their movements.
In his press release announcing the bills' reintroduction, Biggs said, "The world has become less safe during the four years of the Biden-Harris regime. I look forward to working with President Trump as we restore the leadership of the United States, end our involvement in sovereignty-stripping entanglements, and promote peace through strength. I urge my colleagues to quickly pass these bills as we respond to the mandate our voters gave us in November."
